THIS MONTH’S MEETING:
General Orders No. 100
Presented by Member Charlie Wright
Charlie Wright is a highly
respected attorney who led one of Lincoln’s top law firms, the Cline
Williams firm. He is also a very serious historian. He has
written about the Indian Wars and the Standing Bear controversy, which
resulted in a landmark legal decision from a Nebraska court.
Charlie will bring a very interesting legal analysis to this month’s
topic, General Orders No. 100.
General Orders No. 100 was used as the starting point for the
Hague Conventions of 1899 and 1907, and later the Geneva
Conventions. Application of these principles has been a topic of
great interest recently.
Charlie will discuss the following specific sections of General
Orders No. 100:
Section I, Martial
Law--Jurisdiction--necessity;
orders numbered 5, 11, 14, 16,
19, 22, 23, 25, and 28
Section II, public and private
property;
orders numbered 33, 37, 38, 42,
and 44
Section III--Prisoners of war;
orders numbered 56, 59, 62, 68,
70, and 71
Section IV Partisans--irregulars
not part of army;
orders numbered 82 and 85
Section V Spies;
orders numbered 88 and 89
Section VIII Armistice;
orders numbered 135 and 142
Section X Insurrection--civil war;
order numbered 156
