THIS MONTH’S MEETING:
    General Orders No. 100
    Presented by Member Charlie Wright


Charlie Wright is a highly respected attorney who led one of Lincoln’s top law firms, the Cline Williams firm.  He is also a very serious historian.  He has written about the Indian Wars and the Standing Bear controversy, which resulted in a landmark legal decision from a Nebraska court.  Charlie will bring a very interesting legal analysis to this month’s topic, General Orders No. 100.

General Orders No. 100 was used as the starting point for the Hague Conventions of 1899 and 1907, and later the Geneva Conventions.  Application of these principles has been a topic of great interest recently.

Charlie will discuss the following specific sections of General Orders No. 100:

        Section I, Martial Law--Jurisdiction--necessity;
        orders numbered 5, 11, 14, 16, 19, 22, 23, 25, and 28

        Section II, public and private property;
        orders numbered 33, 37, 38, 42, and 44

        Section III--Prisoners of war;
        orders numbered 56, 59, 62, 68, 70, and 71

        Section IV Partisans--irregulars not part of army;
        orders numbered 82 and 85

        Section V Spies;
        orders numbered 88 and 89

        Section VIII Armistice;
        orders numbered 135 and 142

        Section X Insurrection--civil war;
        order numbered 156

Dues

No new members have joined so the April list is still accurate (and thus will not be repeated here).  To summarize, we currently have 51 members, 5 being family memberships, 6 of these being new members in this 2008-09 year.  The total dues collected was $815.00.

The Platte Valley Civil War Round Table (of Fremont) has a tentative schedule for all of 2009.  The meetings are the second Monday of each month at the Keene Memorial Library, 1030 N. Broad St., Fremont, NE. Here is their schedule, at least as of now:

June:  “Lincoln’s Motivation for the Gettysburg Address” by Professor Koerting

July:  “Civil War Institute Update” by Leffler, Hansen, and Vitters

August:  A Field Trip to either the UP Museum, the Dodge House, or the General Crook House

September:  Dave Wells, Stu, Bill, or Ray, topic of their choice

October:  “Far Western Campaign in the Civil War” by Ralph Gibbons

November:  Internet selected topic

December:  “Pauline Cushman and other Women Spies” by Valerie Enholm
